Flesch-Kincaid Grade, Gunning Fog, and ARI all express the answer as a US school grade, so a score of 12 means a reader in their final year of school should manage it. They disagree because they measure different things, and that spread is informative in itself.

These formulas count syllables and sentence lengths. They cannot tell whether an argument holds, whether a paragraph is in the right order, or whether the words are yours. Short sentences full of jargon still score well.

It depends who is reading. General web writing aims for a Flesch Reading Ease of 60 to 70, roughly a US grade 8 or 9 reading level. Academic writing is routinely lower and that is appropriate, because precision sometimes costs simplicity.
It uses average sentence length and average syllables per word: 206.835 minus 1.015 times words per sentence, minus 84.6 times syllables per word. Shorter sentences and shorter words raise the score.
Each formula weighs things differently. Gunning Fog counts words of three or more syllables, while ARI uses characters per word instead of syllables. Disagreement is normal, and the pattern across all four is more useful than any single number.
They are arithmetic on sentence and word length, so they are exact about what they measure and blind to everything else. A readable score does not mean the writing is clear, and a difficult score does not mean it is bad.
By a pronunciation heuristic with a list of common exceptions, which is how every readability tool does it without a dictionary. It is right on the large majority of English words, and occasional misses barely move the average across a long text.
